Location: Flower Mound, TX

Compensation: $85,000-$95,000 Annually

Position Summary

As a Proposal Manager, you are a key driver in the company's business development efforts, playing a critical role in the pursuit and capture of new business opportunities. You are responsible for managing the end-to-end proposal process, ensuring that all submissions reflect the company’s strengths, align with client needs, and are delivered on time. You will lead the development and coordination of high-quality, competitive proposals in response to Requests for Proposals (RFPs), Requests for Qualifications (RFQs), Requests for Information (RFI), budgetary proposal requests, and bid invitations. This includes collaborating closely with cross-functional teams such as sales, marketing, technical experts, legal, and finance, to craft persuasive, tailored submissions that highlight the company’s solutions and unique value propositions. Your role extends to overseeing the proposal development lifecycle, which involves managing timelines, ensuring compliance with internal and external guidelines, and refining content to ensure clarity and impact. You will also ensure that all proposals meet corporate approval processes, adhere to commercial and bid strategy guidelines, and fulfill all client specifications and requirements. Additionally, you will assist with marketing efforts as needed, ensuring alignment between proposal development and broader marketing strategies.

Responsibilities

Primary Responsibilities

  • Manage and lead the entire proposal development process, from initial planning through to final submission.
  • Collaborate with internal stakeholders to gather necessary information and develop strategies that respond effectively to client needs and business objectives.
  • Work closely with subject matter experts to ensure technical accuracy and that all content aligns with the company’s capabilities and competitive strengths.
  • Ensure that all proposals are compliant with the RFP/RFQ requirements, and adhere to the company’s internal quality standards, commercial policies, and approval procedures.
  • Coordinate and manage proposal schedules, deadlines, and deliverables, while proactively identifying and mitigating potential risks to on-time delivery.
  • Develop clear, compelling narratives and visuals that effectively communicate the company’s value proposition, differentiators, and approach to meeting the client’s needs.

  • Assist marketing efforts by contributing to the alignment between proposal content and marketing materials, ensuring consistency in messaging across platforms.
  • Maintain a repository of past proposals, templates, and boilerplate content to streamline future proposal efforts and ensure consistency in messaging and presentation.
  • Conduct post-proposal evaluations and feedback sessions to continuously improve the proposal development process and outcomes.
  • Stay up to date on industry trends and best practices in proposal management, business development, client engagement, and marketing alignment.

 

Job Qualifications and Skills:

  • Bachelor’s degree in Business, Marketing, Communications, or a related field.
  • 5 years or proven work experience as a Proposal Manager with experience working in an engineering firm or related technical services environment.
  • Prior experience in the utilities industry (water/wastewater industry experience is preferred), especially within engineering or consulting firms.
  • Strong understanding of RFP/Q processes, proposal development best practices, and business development strategies.
  • Utilities industry experience (water/wastewater industry experience is preferred).
  • Exceptional organizational and project management skills, with the ability to manage multiple proposals simultaneously and meet tight deadlines.
  • Excellent written and verbal communication skills, with the ability to craft clear, persuasive narratives.
  • Ability to collaborate effectively with cross-functional teams and build strong working relationships with internal and external stakeholders.
  • Attention to detail, ensuring that all proposals are accurate, cogent, well-presented, and aligned with client requirements.
  • Proficiency in proposal management software and tools (e.g., Microsoft Office Suite, Adobe, Adobe Creative Cloud, etc.) with strong graphic layout capabilities.
  • Ability to accommodate shifting priorities.
  • APMP (Association of Proposal Management Professionals) certification or equivalent is a plus.

Qualifications

Pay:

  • $85,000-$95,000 Annually
